Oscar was born June 18, 1932 in Brownsville, Texas, son of Richard Peter Quarnstrom and Mamie Ottmann Quarnstrom. A graduate of Brownsville High School and The University of Texas at Austin, Oscar married the former Noelia Margaret Ramon in Weslaco, Texas on December 28, 1959.

Following active duty in the U.S. Army, Oscar joined the Department of the Army in a career that spanned several decades, taking he and his family on a lifelong adventure in posts across the United States and overseas, including Germany and South Korea.

An avid reader and student of history, Oscar enjoyed exploring with his family, pointing out particular places and individuals of note in their travels. An accomplished bridge player, he developed his own card game, "Scotsman's Bridge," that continues to be played at family gatherings.

Oscar is survived by his wife, Margaret of Solvang, California; and four children, Oscar Jr. (Janice) of Pelham, Alabama, Deborah Busby (John) of Manhattan Beach, California, Melissa Hiddleston (Craig) of Calgary, Alberta, Canada, and Timothy of Laguna Beach, California; and grandchildren, Kendall Busby, Matthew Quarnstrom, Madison Quarnstrom, and Leyton Hiddleston.
